Obviously I got it working

Installing a new modem/router using the convenient wizard.
There is a problem and it fails to connect to the internet.
So, click on the "troubleshooting" button.
Button opens browser and attempts to connect to web page.
Connection fails because router isn't working.

Didn't think that one through did they.

Actually, overall the installation was much easier than I expected (once I figured out that I had disabled my ethernet port). It was just the inherent contradiction of the help mechanism had me scratching my head.
